QOCTS Data Governance
How training evidence should be handled
1. Data Purpose
Learning, support, progression, review, and platform improvement.
2. Data Minimisation
Collect only what is needed for the training pathway, pilot feedback, support, and review.
3. Role-Based Access
Users view their own data. Admins view data for support, review, and governance. Institutions should access only agreed, minimum-necessary data.
4. Evidence Reports
Evidence reports summarise readiness. They are not certificates or public qualifications.
5. Support Flags
Support flags are internal learning-support signals. They are not disciplinary labels.
6. Institutional Boundaries
Institutional deployments require: clear purpose; consent / lawful basis review; data-sharing boundaries; minimum necessary access; human review; no punitive use; safeguarding procedure.
7. Anonymised Pilot Insights
Pilot summaries should aggregate data where possible. Small groups should suppress aggregation if privacy risk is too high.
